WHY I'M RUNNING
I’m running for Boston City Council in District 7 because I’ve spent my life fighting for our communities—and I’m not done yet.
I was raised on Seaver Street in Dorchester by a family deeply rooted in the civil rights movement—a legacy that instilled in me a lifelong commitment to justice and service. That calling led me to become a lawyer, and later to serve for more than two decades at the U.S. Department of Housing and Urban Development, where I championed civil rights protections, expanded access to affordable housing, and secured vital investments in our neighborhoods.
At every step—whether I was securing millions in redevelopment funds for Boston’s public housing, launching mentorship programs for young people of color, or serving my community as a pastor—I’ve led with one belief: that everyone deserves safety, dignity, and opportunity.
This campaign isn’t just about policy. It’s about people. I’m running to bring experienced, compassionate leadership to City Hall—because I know what this community is capable of when we have someone fighting for us every day.

Rev. Miniard Culpepper is a lifelong civil rights advocate, attorney, and pastor running for Boston City Council in District 7. A Dorchester native, he’s spent decades fighting for housing justice, educational equity, and economic opportunity—from leading civil rights efforts at HUD to mentoring youth and feeding families during the pandemic. Miniard is running to bring bold, experienced, and compassionate leadership to City Hall—and to make sure every resident of District 7 has a voice, a seat at the table, and a real path forward.
